Resolving the Kosovo issue is of significant importance for the progression of Serbia towards EU membership. It corresponds to the condition of good neighbourly relations which is part of the membership criteria. Meeting this condition, however, is impeded by the limited European consensus in regard to the Kosovo matter. The diffused national interests of the member-states are reflected in the enigmatic formulation of the “objective circumstances” on which the European perspective of Kosovo depends. According to the principles of the conditionality policy, however, the accession of new members depends on the fulfillment of conditions, not on changes in circumstances.
